The video, titled "Subway Voyeur Bitten," was released. The video shows a man wearing black clothes and a mask following a woman up the stairs at a subway station in Seoul.
The man followed the woman to the stairs leading to the exit and tried to take pictures illegally with his mobile phone at an angle. A citizen who was watching closely caught the man taking pictures illegally.
Concerned that the man might escape, they tried to pull him into the station building. The man resisted strongly, and a scuffle ensued. Fortunately, a station employee noticed their quarrel and called 112 (police).
The man, who had denied committing the crime, admitted to the police after persistent questioning, saying he had taken several photos. When the police searched the man's mobile phone, they found hundreds of illegally taken photos.
Police arrested the man at the scene and offered a cash reward to citizens who cooperated in reporting the crime. Over the past five years, a total of 30,768 cases of illegal photography have been uncovered, averaging 17 cases per day.
The actual number of illegal filming cases is likely to be much higher. Currently, if a person is found guilty of illegal filming, they can be sentenced to up to seven years in prison or fined up to 50 million won.
