At the meeting, the two leaders adopted a joint statement endorsing guidelines for U.S.-ROK nuclear operations, stating that "any North Korean nuclear attack against the ROK will be met with an immediate, overwhelming, and decisive response."
Kim Tae Hee, first vice director of the National Security Office of the South Korean President, announced the details of the US-ROK summit at the South Korean Press Center in Washington, DC, on the same day.
Kim said, "In accordance with the Washington Declaration of April last year, the two leaders agreed that the Nuclear Consultative Group (NCG), which was established in July last year, will finalize the guidelines for nuclear deterrence and nuclear operations on the Korean Peninsula between South Korea and the United States one year later."
"They praised the two leaders for achieving the remarkable result of completing the project," he said, adding, "They adopted a joint declaration recognizing this."
"As a result, the guidelines for ROK-US nuclear deterrence and nuclear operations have been completed, and ROK and the US have jointly established an integrated extended deterrence system," he said.
Kim added, "With the adoption of the joint statement, our organizations, personnel and assets have evolved into an extended deterrent alongside the United States in the area of nuclear operations on the Korean Peninsula."
The Korea-South Korea alliance has been elevated to a 'nuclear-based alliance' in both name and reality."
