"The resumption of loudspeaker broadcasts by our military in response to North Korea's scattering of dirty balloons on the 18th has further increased the fear of our citizens, and this is similar to the situation in 2015 when North Korea fired artillery fire.
Meanwhile, a spokesman for the Ministry of Unification said, "The issue of scattering (anti-North Korea) leaflets and other materials will be dealt with in consideration of the spirit of the Constitutional Court's decision to 'guarantee freedom of expression.'"
"The government is maintaining close cooperation among relevant agencies and is doing its utmost to manage the situation," he said.
