He continued, "To this end, the inter-Korean liaison office and military communication lines in the East and West Sea areas, which have been unilaterally cut off by the North Korean authorities, must be reactivated."
He also said, "We will protect North Korean defectors as our citizens and use their knowledge and role having experienced both North and South Korea to help drive unification."
Kim added, "The 8.15 Unification Doctrine clarifies the goal of achieving a 'Republic of Korea of freedom and peace' in accordance with the spirit of the Republic of Korea Constitution, and
"Instead of just looking at the goodwill of the North Korean regime, we have made clear our goal of unification, which is to 'enjoy freedom.'"
, complementing the plan for unifying the ethnic community."
