People's Power lawmaker Na Kyung-wan: ”Those who have not returned election fees will be restricted from running for office”... Pushing for anti-Kak Noh-hyun law = South Korea
On the 7th, Na Kyung-won, a lawmaker from the People's Power Party (ruling party), announced that Kwak Noh-hyun, a defense minister, would restrict the running for public office of those who have been sentenced to have their election invalidated but have not returned their election expenses.
He announced that he would propose a bill to void the election. Although he had been sentenced to have his election results invalidated due to past election fraud, he declared on October 16 that he would run in the by-election for Seoul Metropolitan Superintendent of Education without having paid all his election expenses.
The bill that Rep. Na is proposing this time is a bill to amend the Local Education Autonomy Act and the Public Offices Election Act.
The proposed amendments include provisions to prevent those who have not paid their election fees from registering as candidates, and to make the list of non-payers publicly available on the website of the Central Election Management Commission.
The bill also stated that even if the statute of limitations for returning election expenses has expired under the Civil Code, those who have not paid their election expenses will be restricted from running for office.
"There have been cases where people who have not paid their election fees have run for office again. We need to restrict the ability of people who have not paid their election fees to run for office and we need to make the information public to ensure the fairness of elections."
