The number of cases was only 89, of which only 27 were approved. As of last year, the amount of unpaid fines related to illegal phishing emails was 50.4 billion won (US$49.2 million), of which 90% was approved.
More than 50% of the debts are long-term overdue, spanning more than five years. This is because collection is difficult due to the debtors' lack of assets or unknown whereabouts.
