Kim said, "The current situation in which military ties between Russia and North Korea have gone beyond the movement of military supplies to the point of actually sending North Korean troops is a serious security threat not only to our country but to the international community."
"This is a violation of numerous UN Security Council resolutions and the UN Charter," he said. "We condemn in the strongest terms the illegal military cooperation, including the dispatch of North Korean troops to Russia, and we will not tolerate any acts that threaten our core interests.
"We will respond to these acts by using all possible means in cooperation with the international community," he said.
