UN Secretariat: ”North Korea's troop deployment should be decided by the Security Council's North Korea sanctions committee”

Regarding the announcement by South Korean and U.S. government officials that "North Korea recently dispatched troops to Russia," the UN Secretariat said, "The UN Security Council will decide on the violation of sanctions against North Korea at its next meeting."
At a regular press conference held at the UN Headquarters in New York on the 23rd (local time), the spokesman for the UN Secretary-General stated, "North Korea's dispatch of troops to Russia is a security measure against North Korea."
In response to a question about whether this constitutes a violation of a UN Security Council resolution, he replied, "Whether or not this constitutes a violation of a UN Security Council resolution is a matter to be decided by the North Korea Sanctions Committee under the Security Council."
"But we are clear that we require all countries to comply with Security Council resolutions.
