The diplomat was also involved in sending more than 1,000 North Korean workers to China. His spouse, Choi Chella, was also involved in the dual-use project to develop North Korea's ballistic missiles.
The remaining three individuals, Lim Song-soon, Choi Song-cheol, and Joo Yang-won, were involved in receiving and managing construction projects while in Senegal.
The profits were handed over to the North Korean regime. Four of the companies (Dongbang Construction, Pattison Co., Ltd., Kumnung General Company, and EMG Universal Auto) are working in Senegal to earn foreign currency from North Korean overseas workers.
The South Korean government said, "North Korea has once again violated a UN Security Council resolution by launching an ICBM, following its recent deployment of combat forces to Russia's illegal war of aggression in Ukraine."
With the designation of these independent sanctions, a total of 226 North Korean individuals and 159 institutions are subject to independent sanctions in South Korea.
