The mother of Kim, the unlicensed driver in his 20s who crashed into eight vehicles in central Gangnam, Seoul, has claimed that her daughter has long suffered from mental illness.

According to police, Kim was driving his mother's car without a license at around 1 p.m. on the 2nd at Geoyo-gu, Songpa-gu, Seoul.
About 40 minutes later, Kim ran over a woman in her 30s who was pushing a stroller with a 4-year-old child on a road in Yeoksam-dong, Gangnam-gu, and fled the scene.
He was arrested after repeatedly crashing into one vehicle and then driving the wrong way. Nine people were injured in the accident. Immediately after the accident, Kim called his mother and said, "Mom, I crashed my car! What should I do?"
When her mother told her to "turn off the engine without touching it," she reportedly said, "I don't know how to turn off the engine. How do I turn it off?" and added, "I hit someone! What should I do?"
Before the accident, at his mother's house in Geoyo-dong, Kim was seen driving the car despite his mother telling him to take a taxi, with his mother chasing after the car.
During police investigation, Kim reportedly stated that he had been taking tranquilizers due to insomnia and that he had driven his mother's car several times before the accident.
The suspect was found to have attended a driving school but never obtained a driver's license. The Seoul Gangnam Police Station charged Kim with fleeing and causing injury under the Act on Aggravated Punishment of Specific Crimes and violating the Road Traffic Act.
The Seoul Central District Court applied for an arrest warrant yesterday on charges of driving without a license and violating the Special Law on Traffic Accidents.
After conducting a warrant review, the police issued an arrest warrant, citing concerns that Kim may flee. The police have requested the National Forensic Service to conduct a detailed analysis of Kim's blood and tranquilizers.
