The North Korean state-run Korean Central News Agency said on the 12th that "In the event of a military attack, the other side will provide military assistance," making this a de facto "military alliance."

Meanwhile, President Putin also signed the treaty on the 9th of this month.
The treaty will come into effect on the day that Russia and North Korea sign instruments of ratification.
