President Biden lifts ”restrictions on US missile use” against Ukraine... to ”deal with North Korean military”

In response to North Korea's deployment of troops to Russia, U.S. President Joe Biden has authorized "Ukraine to attack targets inside Russia with surface-to-surface missiles, with U.S. support."
According to a report in the New York Times on the 17th (local time), President Biden has changed his previous policy and is offering Ukraine "ATA missiles with a range of about 300 km."
The 2019 US Senate Foreign Relations Committee (USPCC) approved the use of the ATACMS missile to attack targets inside Russia. US officials interviewed by the NYT said, "The reason President Biden authorized the use of the ATACMS is because Russia is a major player in the war effort.
"This is a response to the North Korean military's deployment to Russia," he said. Up until now, Ukraine has requested that it be allowed to attack military facilities on Russian soil with weapons provided by the United States.
However, the United States, fearing an escalation of the war, did not provide Ukraine with weapons capable of striking deep into Russia, nor did it allow the weapons it provided to be used to attack the mainland.
