At 4:26 a.m. that day, President Yoon stated, "I immediately convened a Cabinet meeting, but because it was early in the morning, the number of resolutions could not be reached. As soon as the necessary arrangements were made, I will lift the martial law."
"We will lift the sanctions," he said, "but we call on the National Assembly to immediately put an end to the repeated impeachment attempts, abuse of the legislative power, and reckless behavior."
President Yoon said, "As of 11 p.m. last night, I paralyzed the essential functions of the state and destroyed the constitution of liberal democracy.
"I have declared emergency martial law with a firm determination to save the nation and to counter anti-national forces that are trying to destroy the political order," he said.
In an emergency address to the nation that began at 10:23 pm the previous day,
"Currently, our National Assembly has become a hotbed of criminal gangs who are plotting to paralyze the nation's judicial and administrative systems and overthrow the liberal democratic system through legislative dictatorship," he said, declaring a state of emergency.
In response, about two hours later, in the early hours of the 4th, lawmakers from both the ruling and opposition parties held a plenary session of the National Assembly and passed a resolution calling for the lifting of martial law, with the unanimous approval of all 190 lawmakers present.
