The close relationship between North Korea and Russia is accelerating. The South Korean government's diplomatic and security lines have been suspended since the state of emergency, and tensions over the situation on the Korean Peninsula are on the rise.
On the 5th, the Korean Central News Agency reported that North Korea and Russia had exchanged instruments of ratification of the Treaty on Comprehensive Strategic Partnership in Moscow the previous day.
The protocol was signed by Kim Jong Kyu, Deputy Minister of Foreign Affairs of North Korea, and Andrey Rudenko, Deputy Minister of Foreign Affairs of Russia.
Approximately six months have passed since Chairman Kim Jong Un and President Vladimir Putin signed the treaty in Pyongyang on June 19, and all procedures leading up to the treaty's entry into force have now been completed.
Article 4 of the Treaty on Strategic Alliance between North Korea and Russia clearly states that if either of them goes to war, the other will provide military assistance on its own.
The treaty is seen as a reinstatement of the military alliance. There is also a possibility that North Korea will officially dispatch troops to Russia based on this treaty.
In response to a question about North Korea's dispatch of troops to Russia at the Security Council, he once replied, "North Korea will faithfully fulfill its obligations under the North Korea-Russia Treaty." This was interpreted as an admission that North Korea had already approved the dispatch of troops.
With North Korea and Russia clearly re-forming their military alliance, tensions are rising on the Korean Peninsula. However, the problem is whether South Korea's diplomacy will be able to effectively respond to this state of emergency.

"Chairman Kim's close relationship with Russia is likely intended to make Russia an ally in the event that North Korea-U.S. dialogue resumes," said Jeong Sung Hoonformer, president of the Institute for National Unification.
"There is a possibility that Russia will act as a mediator in the U.S.-North Korea dialogue, which could result in South Korea being excluded," he said, expressing concern.
