Prime Minister Han made this remark during an emergency questioning session on the 11th at the National Assembly in response to a question about whether a Cabinet meeting without minutes is a Cabinet meeting.
At the time, Prime Minister Han explained the Cabinet meeting, saying, "It was not organised as an official meeting. There were substantive flaws."
He also responded to a question asking, "Wasn't the Cabinet Council that declared this state of emergency a Cabinet Council?" by saying, "I agree."
He continued, "The Cabinet meeting itself was held suddenly, and there was a significant lack of systematic and advance preparation for discussing such martial law.
"It is unclear whether it should be called a formal Cabinet meeting or a formal Cabinet meeting," he said. Prime Minister Han also said, "I have never countersigned online or offline the Cabinet meeting to declare martial law."
A countersignature means that the Prime Minister and relevant State Councilors sign together on laws and documents related to the President's state affairs, but it appears that such a procedure did not exist.
At the time, Prime Minister Han responded to a question at a Cabinet meeting asking whether he regretted not being able to prevent the president from declaring martial law by saying, "I regret it."
Furthermore, when asked "Do you not consider yourself an accomplice in the civil war?" he answered "I don't think so."
