Seoul, South Korea to impose 1 million won fine for feeding pigeons starting next year
Starting next March, feeding harmful wild animals such as pigeons will be banned in urban parks and Han River parks in Seoul, South Korea.
The Seoul City Council included the above content in the 6th plenary session of the 327th regular session held on the afternoon of the 20th.
The city of Seoul passed a bill to prohibit feeding harmful wild animals. Under the bill, anyone who violates the feeding ban will be fined up to 1 million won (approximately 110,000 yen).
The Wildlife Protection and Management Law has been amended to allow local government leaders to pass ordinances prohibiting the feeding of harmful wild animals and to impose fines on violations.
Under the current law, harmful wild animals are birds such as sparrows, magpies, and crows that live in groups for long periods of time and cause damage to agricultural crops and fruit trees.
In addition, pheasants, pigeons, roe deer, wild boars, chipmunks and other animals whose population densities are very high in some areas and are causing damage are defined as such.
The proposed ordinance clearly states that Seoul City can directly inspect and crack down on feeding.
Based on this, urban parks, national infrastructure facilities, cultural heritage protection areas, and Hangang Park will be designated as "no-feeding zones," and if anyone is found to be feeding the animals, a fine of up to 1 million won will be levied.
The proposed ordinance will come into effect on January 24th of next year. However, after a trial period, the application of fines will begin on March 1st of next year.
