On the afternoon of the 27th, the National Assembly will vote on the impeachment motion against Acting President Han Deok-soo. This will be the first time in history that an impeachment motion against an acting president has been voted on.
There is a large difference in positions between the ruling and opposition parties regarding the number of votes needed for the bill to pass, and this is expected to cause further political friction in the future.
That afternoon, the National Assembly voted to approve a bill to appoint President Han as the new president, which was proposed by all 170 members of the opposition Democratic Party.
The Democratic Party of Korea and the Fatherland Reform Party, which have been arguing for the need to actively impeach President Han, hold a majority of the seats in the House of Representatives.
The issue is the number of votes needed to pass the motion. The Democratic Party of Korea has said that since Acting President Han is not an elected head of state, the impeachment motion would require the votes of 151 or more people to be in favor.
The ruling People's Power Party, on the other hand, is arguing that because it has the status of acting president, it needs the approval of more than 200 votes, which is equivalent to the presidential number.
In academic circles, the majority of people believe that in cases of impeachment related to the Prime Minister's duties other than as acting president, the general resolution vote should be applied.
The Democratic Party has listed numerous constitutional and legal violations in the impeachment bill regarding the duties of the Prime Minister and the duties of the Acting President.
Kim Joon-hee, involved in the exercise of veto power to request a reconsideration of the special prosecutor bill against Choi Hae-byun, conspiring or condoning President Yoon's acts of insurrection, Han Dong-hoon, former representative of People's Power
The reasons cited include violation of the Constitution and laws regarding the joint governance system with the Democratic Party and the refusal to appoint three constitutional justices elected by the National Assembly.
In the end, the decision on the number of votes to be passed was made by National Assembly Speaker Woo Won-sik.
After the votes are counted, if the results are declared passed or rejected, the National Assembly will immediately decide whether to pass the impeachment motion. Chairman Woo, a former member of the Democratic Party of Japan, said,
The People's Power Party has said that if the vote on impeachment against Acting President Han receives between 151 and 199 votes, Chairman Woo will declare the motion passed.
The government has taken the position that the proposal was rejected and that Acting Prime Minister Han should continue to carry out his duties. If this happens, further political turmoil is expected to occur.
