"The grounds for impeachment against Prime Minister Han do not meet the requirements for impeachment under the Constitution, and the grounds for impeachment themselves are not in violation of the law or the Constitution. As prime minister, he has the power to veto bills," said Chairman Joo.
"His actions, such as recommending the exercise of martial law, opposing deliberations at the Cabinet Council, and withholding the appointment of constitutional judges as acting president, are duties that he performed legitimately in accordance with the Constitution and the law, and are clearly not grounds for impeachment," he said.
He continued, "Even though Prime Minister Han is also the acting president, the accused did not apply the extra quorum (200 seats) required for impeachment, which is equivalent to that for the president, to the impeachment bill.
"This is a serious unconstitutional interpretation," he said, raising the issue of Chairman Woo's application of the number of seats required to decide on impeachment based on the prime minister's standard (151 seats).
