Prime Minister Han addressed the special committee for the investigation into the allegations of civil unrest caused by the Yoon Seok-yeol government's declaration of emergency martial law, held at the National Assembly on the same day.

About an hour later, at around 2:10 a.m., he left the Seoul Government Complex and headed to the Presidential Office in Yongsan. Prime Minister Han responded to Rep. Ryu's question, "Did you talk to anyone in the Presidential Office during that time?"
In response to the question, he said, "I spoke with Chief Secretary Jeong Jin-seok. He said, "Since this issue (the bill to lift martial law) has been resolved (passed) in the National Assembly, we should also end this (martial law) as soon as possible."
"I have to let him go. He said, 'Prime Minister Han, please come to Yongsan right away and make a proposal to the president,' so I left right away."
Rep. Ryu is reviewing the written response submitted by former Minister of National Defense Kim Yong-hyun.
Based on this, the State Councilor questioned whether Prime Minister Han and former Minister Kim were the only ones in the Presidential Office from 2:30 to 3:20 a.m., and whether they were plotting a second martial law.
He denied the allegations, saying, "I was never there, and I have never met former Minister Kim." He then asked, "Did you have a direct conversation with the president as soon as you arrived at the presidential office at around 2:30 a.m."
In response to a question, he said, "I entered the presidency together with Chief Secretary (Jeong Jin-seok)." Prime Minister Han said, "The Chief Secretary and I passed the resolution (to lift martial law) in the National Assembly, so we must lift (martial law) immediately.
"I went to the president to tell him that this was not possible, and when I was leaving I instructed all the state legislators to gather in Yongsan."
At the time, the Cabinet meeting began at around 4:15 a.m. on the 4th, and 15 minutes later, at around 4:30 p.m.
The Diet voted to lift martial law.
