President Yoon Seok-youl: ”I ordered the deployment of military forces to the Central Election Commission...I have not informed the State Council of the plan to lift the ban” (South Korea)
On the 4th, President Yoon Seok-yeol revealed that he had personally ordered the deployment of military forces to the Central Election Commission during the state of emergency on December 3rd.
President Yoon announced at the fifth hearing of the impeachment trial held at the Constitutional Court that afternoon that the testimony of Yeo In-hyun, former commander in chief of the National Defense Intelligence Agency, would be presented.
After the meeting, President Yoon had the opportunity to speak and said, "When I said, 'Send the military to the Election Commission,' that was what I said to former Minister of National Defense Kim Yong-hyun.
Instead of the concept of investigation, I would like to go into the Election Commission and screen what is in the Election Commission's computer system, which the NIS has not seen in full, and how it works.
"I understand that martial law has been deployed," he said. President Yoon reportedly spoke to Minister Kim about the martial law declaration on November 29 or 30 of last year and gave the instructions.
President Yoon said, "When I was in the prosecution, I was constantly being informed about election cases and election lawsuits, and when the ballot boxes were opened, I found many things that were not reasonable and were absurd.
"A lot of fraudulent ballots came out, and although the term election fraud is used differently by different people, I have always thought that this is a problem," he said.
However, President Yoon said, "I wonder if the soldiers who were deployed will confiscate the server or what.
It may be, but my instructions were to 'see what system the equipment runs on.' Not only the hardware, but also the software and content that was seized was completely
He added that he had initially thought that the Counterintelligence Command would be deployed, but in fact it was personnel from the Intelligence Command who were deployed, and that Kim had told him, "The IT personnel are competent.
President Yoon said that he had not informed his State Councilors that the martial law was a "warning martial law" before declaring it.
President Yoon said, "When I speak to Minister Kim, he says that it is an appeal to the people under the guise of martial law, and that it will be lifted immediately if the National Assembly passes a resolution to lift it, but I also agree with that.
"The martial law will be lifted soon and we will have to explain it to the State Councilors, and we cannot talk to them before the martial law is lifted," he said.
There was no talk of a total military deployment, and each person was assigned to carry out the duties that they were assigned under the Constitution. Each person acted according to the manual that had been established, and there was no action beyond what I or the Secretary of State had thought.
"It's possible that they are preparing some kind of measure," he added.
