During a House Financial Services Committee hearing on May 11, Emmer called for stablecoin-friendly legislation to be prioritized, but also strongly opposed the introduction of CBDCs.
He defined CBDC as a "threat to the values of the United States" and on the 6th of last month, he re-proposed the CBDC Anti-Surveillance State Act to block the issuance of a federal digital dollar, and held a public hearing to ensure the bill's passage.
The bill aims to block future administrations from introducing CBDCs without the explicit approval of Congress.
"DC technology is inherently un-American," he said, warning that "if unelected bureaucrats were to issue CBDCs, it could fundamentally change the way Americans live their lives."
On January 23, President Donald Trump signed an executive order banning the creation, issuance, circulation and use of CBDC.
"If this bill passes Congress and becomes law, it will prevent future attempts by the administration to create a financial system that monitors its own citizens," he said.
They argued that the right to protection and personal financial independence must be protected.
