Google to voluntarily correct YouTube Music bundling issue...Applies to Fair Trade Commission for resolution of consent (South Korea)
In Korea, Google has announced that it will add the music stream service "YouTube" to its paid version of the video stream service "YouTube".
The Fair Trade Commission (FTC) has investigated the allegations that the company was in fact selling "Music" as a set.
The company indicated its intention to take voluntary corrective measures in the case that could lead to sanctions, a source said on the 15th. Google recently filed a consent motion with the Japan Fair Trade Commission.
The consensus vote system allows the FTC to quickly conclude the proceedings while reserving a judgment on illegality if a business operator under investigation by the FTC presents its own corrective proposals, such as measures to recover damages or provide relief for consumer harm.
Prior to this, the Japan Fair Trade Commission sent Google an investigation report (equivalent to a prosecutor's indictment) containing a recommendation for sanctions regarding its suspected violations of the Fair Trade Act.
The Japan Fair Trade Commission has ruled that Google will not allow users to watch YouTube without ads.
The company believes that the company unfairly distorted its market dominance by bundling its "YouTube Music" Premium products with its "YouTube Music" service.
The JFTC pointed out that this bundled sale forced consumers to unintentionally purchase YouTube Music, limiting their choices.
In response to the investigation report, Google voluntarily corrected the problems and applied to the FTC for a consent resolution that included measures to coexist with competitors.
Specifically, it appears that they are considering introducing a new plan that separates YouTube Music from YouTube Premium.
The JFTC plans to examine the appropriateness of the corrective measures proposed by Google and decide at a plenary meeting whether to initiate the consent vote procedure.
If the application is approved, the case will be closed without a trial. Some have speculated that the JFTC will consider the recently emerged trade issues with the United States before deciding to accept the consent vote.
U.S. President Donald Trump has previously criticized U.S. restrictions on platform companies as "non-tariff barriers" and hinted at retaliatory measures.
