On the 6th, Kwon Seong-dong, floor leader of the People's Power Committee, said, "We have no intention of, and cannot, appoint the next emergency response committee chairman."
On the same day, Kwon wrote in a Feisbook article, "The general assembly of lawmakers had already agreed to elect the next floor leader on the 16th.
"I have decided to resign," he said. "After I announced my intention to resign yesterday, some people in the public power movement and the media have been raising ridiculous conspiracy theories.
"The plan is to urge the head of the committee to resign and appoint the next emergency committee chair before the term of the floor leader expires," he added.
It has been alleged that after forcing Kim to resign, the floor leader may use his authority to appoint the next emergency response committee chairman until the next floor leader is selected.
In response, Floor Leader Kwon said, "I have decided to hold back once again because I believe that such conspiracy theories are not worth responding to and that responding to them will only create conflict within the party.

Regarding the pro-Han Dong-hoon faction, he said, "Right after the presidential election, you spread conspiracy theories that I would not step down as floor leader, but now that you have announced your intention to step down, you are raising another conspiracy theory.
This is exactly the same behavior as that of the extremist forces that have been protesting against the government's decision."
