Cabinet decision on special prosecutor bill regarding former President Yoon... Presidential office explains that ”it responds to the will of the people” = South Korea

On the 10th, South Korean President Lee Jae-myung chaired a Cabinet meeting and introduced the so-called "three major special prosecutor bills," including the Special Prosecutor's Act on Insurrection, the Special Prosecutor's Act on Kim Gun-Hee, and the Special Prosecutor's Act on Marine Choi.
The presidential office explained that this measure was taken to "respond to the will of the people, who are calling for the trial of the insurrection and the restoration of constitutional order, which was confirmed in the June 3 presidential election."
Presidential Spokesperson Kang Yu-jeong said at a press conference on the same day, "It also has the meaning of returning to the people the legislative power of the National Assembly that has not been exercised until now due to the president's veto (right to request reconsideration)."
He added, "I emphasized that the process of passing and promulgating the special investigation law is based on the national desire to defend constitutional government and restore democracy, and I hope that the truth will be revealed transparently through the special investigation (which has been passed)."
Regarding the size of the special prosecutors, the Insurrection Special Prosecutor Act will allow for up to 267 investigators, the Kim Gun Hee Special Prosecutor Act will allow for up to 205 investigators, and the Martyred Marines Special Prosecutor Act will allow for up to 105 investigators.
The investigation period for the Special Prosecution Act for Fallen Marines can be up to 140 days, while the other two special prosecution bills can be up to 170 days. The main points of each special prosecution bill are as follows.
The special prosecutor for Kim Gun-Hee will investigate all cases related to the declaration of martial law by former President Yoon Seok-Yeol on December 3, 2024. The special prosecutor will investigate all cases related to the manipulation of German Motors stock prices, the receipt of luxury designer bags, and illegal election interference.
The Special Prosecutor's Act on Marine Choi aims to clarify suspicions of external pressure and cover-up in the investigation into the death of Marine Corps Sergeant Choi in the line of duty.
If these bills are enacted, the process for appointing a special prosecutor will begin immediately.
The Speaker of the National Assembly will ask the president to appoint an independent prosecutor within two days, and the president will ask the National Assembly to recommend a candidate within three days.
Also at the Cabinet meeting on the same day, a bill to amend the Prosecutor Disciplinary Act was promulgated, and the Lee administration
The bill indicates the direction of judicial reform. The core of the bill is that the power to request disciplinary action against prosecutors, currently only granted to the Prosecutor General, will be extended to the Minister of Justice.
Meanwhile, President Lee held the first summit telephone conversation with Chinese President Xi Jinping for about 30 minutes from 11:30 a.m. on the same day.
According to Kang, President Lee will invite President Xi to the Asia-Pacific Economic Cooperation (APEC) summit to be held in Gyeongju in November and "expect closer exchanges of views to advance bilateral relations."
In response, President Xi congratulated President Lee on his victory in the presidential election and said, "I look forward to working with the new Korean government to further develop strategic cooperation and partnership between the two countries."
President Lee responded, "I hope that South Korea and China will promote active exchanges and cooperation in various fields, including the economy, security, culture and people-to-people exchanges, in the spirit of mutual benefit and equality."
"The two leaders agreed that it is important to develop the Korea-China relationship so that it can contribute substantially to the lives of the people of both countries," Kang said.
"We agreed to work together to produce results that the people of both countries can feel tangible about in areas of practical cooperation, such as economic cooperation," he said.
Kang also said, "Both leaders have built their political careers in the provinces.
"The telephone conversation took place in a friendly atmosphere against the backdrop of their common interests," he said. "The two leaders agreed to maintain close communication in all areas in order to build a new Korea-China relationship with the launch of the new administration."
"We agreed to continue this," he added.
