The proposed amendments will prohibit the use of unmanned free-air balloons to scatter anti-North Korea leaflets in the "controlled zone" or "controlled airspace" within the no-fly zones of the controlled airspace, and will prohibit the use of hanging objects.
The bill's main feature is that it prohibits all illegal activities regardless of their severity. A new penalty provision has been added, making violations punishable by "imprisonment for up to one year or a fine of up to 10 million won (approximately 1.1 million yen)."
"During the three years of the Yoon Seok-yeol administration, the illegal distribution of anti-North Korea leaflets was allowed to continue, which resulted in the September 19 military agreement becoming a mere formality and tensions between the two Koreas reaching their peak," said Rep. Bok.
"These measures have caused suffering for the people living in the border areas," he said, adding, "This amendment will ease tensions in the border areas, strengthen the safety of the people, and ultimately contribute to building a peace regime on the Korean Peninsula."
"I hope that the trend of inter-Korean reconciliation and cooperation established by the Kim Dae-jung, Roh Moo-hyun and Moon Jae-in administrations will flourish on the Korean Peninsula," he said.
"I hope that the Lee Jae Myung administration will continue the ideals and spirit of democratic government, just as it was the foundation of Rong," he said.
