"The 2nd Operational Command is responsible for over 6,800 kilometers of coastline and densely populated areas," he said.
"Even in a complex operational environment that includes densely populated urban areas and scattered important military facilities of the nation, we must accomplish a variety of missions, including coastal surveillance, counterterrorism measures and protection of important facilities," he said.
He then instructed the establishment of an integrated defense posture and the development of operational plans that take into account the characteristics of urban areas. In particular, he said, "We need to develop a system where all operational elements, including the public, civilian, military, police, and fire departments, can immediately carry out joint operations."
He also called for building a close cooperative system in normal times so that "if the enemy invades or provokes, we will respond to the scene in the shortest time possible in accordance with the principle of 'immediate, strong, and to the end.'
