An army trainee who collapsed during disciplinary training and died two days later had shown signs of ill health at the time of the training but was treated as if he was faking it, it has been alleged.
On the 27th, the Military Human Rights Center stated, "According to the information provided, six trainees were marching around the parade ground in full military uniform on the afternoon of the 23rd for making a disturbance on the night of the 22nd.
During the parade, a trainee's complexion and health looked bad, so other trainees who were being punished at the same time reported this to the executive officer at the scene.
"However, he continued to receive punishment without any special treatment," the report said. "If the information provided is correct, this is a case where executive officers were aware of the abnormal condition of the trainee but ignored it, treating it as a fake illness."
"This was a tragedy that occurred because of the excessive punishment given to soldiers without considering their health," he added.
The Center claims that a thorough investigation should be conducted into whether the orders, execution and supervision of military discipline training were conducted in accordance with Army Regulation 120, Rules for Barracks Life.
They also argued that the investigation should look into whether the subjects' physical condition was examined before undergoing disciplinary training as required, and whether the level of disciplinary training was appropriate.
He added, "If all the relevant information (provided) was found to be true or if it was determined that there was a problem, why did the unit hide it until the night of the 26th, when the incident was made public to the media?
According to the Army on the 26th, he collapsed during military discipline training at a unit in Inje, Gangwon Province, at around 5:20 pm on the 23rd.
The trainee was taken to a civilian hospital, but died two days later on the 25th. Military discipline training is physical and mental training that is instructed by commanders to soldiers according to regulations and procedures to establish military discipline.
The Army said, "We pray for the repose of the deceased's soul, convey our deepest condolences to the bereaved family, and take care of all matters necessary from the bereaved family's point of view."
"We will provide sincere and proactive support," it said, adding, "Together with the civilian police, we are thoroughly investigating the exact cause and circumstances of the accident, including whether the military discipline training was conducted in accordance with regulations and procedures."
