"We need to consider urgently holding talks between the authorities of North and South Korea to ease tensions," Lee said at an emergency meeting of the party's Korean Peninsula Crisis Management Task Force held at the National Assembly that afternoon.
"The most important role of a nation is to protect the lives and safety of its people, and to that end, we must establish a national security policy," Lee said.
"However, it seems as if the Korean Peninsula has returned to the Cold War," he said. "Leaflets and filth are being sent back and forth between the North and South, and this is the minimum security measure for peace on the Korean Peninsula."
"The Sept. 19 inter-Korean military agreement, which can be considered a military pact, has also been suspended," he said. "Loudspeaker broadcasts to North Korea, a symbol of military hostility, have also been resumed for the first time in six years."
"If military tensions rise further, it will have a devastating effect not only on the areas near the military demarcation line, but also on the stock market, foreign exchange, and financial markets, and will have a devastating effect on the real economy," Lee said.
"This situation is so clear that it could pose a serious crisis to the entire world," he said. "Is it acceptable to allow actions that inflame tensions to escalate when such actions are so clear?"
He continued, "We strongly condemn North Korea's provocations, but at the same time, we will not abuse the security situation as a means to resolve political difficulties.
"I hope that this will not raise any suspicions that we are trying to sway the North and South," he said, adding, "I once again urge the government to stop this childish game of chicken that could lead both North and South Korea down the path to destruction."
He also said, "Distributing anti-North Korea leaflets is a violation of current laws. It would be one thing if it was beneficial to the national interest or the lives of our people, but it is a bad thing that provokes military tensions and intensifies conflict between the North and the South."
"It would have an adverse effect in the opposite direction, so it would be more beneficial not to do so (distributing anti-North Korea leaflets)."
