The white paper includes "materials on the historical facts of the United States' nuclear threats against North Korea from 1950, when the war broke out, to the present day."
"The North has gradually expanded and intensified its blackmail," it said, "leaving indelible scars on our people and seriously undermining the security environment of the Republic."

The white paper said that the "murderous acts of barbarism" committed by the U.S. during the war resulted in the deaths of 1,247,870 people, the abduction of 911,790 people, and the disappearance of over 391,740 people.
The damages from this are estimated at 16,533,400,000,000 dollars (approximately 2,640,000,000,000 yen). In addition, the damages from terrorist attacks, chemical and biological warfare, the USS Pueblo incident, the Panmunjom incident, etc., before and after the war are also estimated at 1,653,400,000,000 dollars (approximately 2,640,000,000 yen).
He added that the material and economic damage from 1945 to 2017 reached $29.354 trillion.
