At a regular press conference on the 22nd, a spokesman for the South Korean Ministry of Unification said, "There is nothing special to discuss" about the recent reports, but made the above statement.
The spokesman said, "If the reports are true, then when overseas Korean nationals visit North Korea, they must report and submit documents in accordance with the procedures set out in the Inter-Korean Exchange and Cooperation Act.
The Mainichi Shimbun explained, "Kim Jung Eun, the General Secretary of North Korea, is a Korean University student affiliated with the General Association of Korean Residents in Japan (the General Association of Korean Residents in Japan, a pro-North Korean organization in Japan)."
The government has given special permission to allow about 140 fourth-year students to visit North Korea from the end of August onwards. The students are scheduled to visit North Korea one after another from August to November and stay there for about a month.
The Mainichi Shimbun reported that "North Korea has explained that students with South Korean nationality can also visit North Korea."
