The Ulchi Exercise was launched in 1968 when armed North Korean guerrillas invaded South Korea, and has been held annually to improve emergency preparedness. This year marks the 56th exercise.
At the Ulchi Exercise Preparation Report Meeting hosted at the Government Seoul Building that day, Prime Minister Han said, "North Korea is raising serious concerns about the security of the Korean Peninsula."
He continued, "First, the emergency conscription training for civil servants, which was somewhat formal, will be carried out without a set time to increase the sense of tension, and the training to switch from a peacetime administrative system to a wartime system will be moved in a direction to maximize the physical experience.
He also said, "We will further develop the North Korean nuclear response training that was first conducted last year, operate a 'North Korean Nuclear Response Resident Protection Headquarters', and deepen and implement cyber crisis response training in the event of a government computer network paralysis."
"In security, even a moment of carelessness or gaps cannot be tolerated," he said, adding, "We will check our emergency preparedness capabilities to ensure that they function properly in real combat, not just in drills for the sake of drills."
