In this context, an investigation request was even raised, this time alleging that the scooter on which SUGA drove under the influence of alcohol "was not fitted with a number plate".
On the online community 'DC Inside', a netizen wrote on the same day that he had formally requested the police to investigate the 'SUGA case'. The company clarified that the netizen submitted a petition to the Yongsan Police Station via the National Inquiry Office with the title 'I strongly urge the police to thoroughly investigate the declaration of motorcycle use (number plate attachment) and whether or not the driver has compulsory insurance, and to severely punish the driver if any illegal acts are confirmed'.
If SUGA's electric scooter is found to be a model that does not declare the use of a motorcycle, it will be subject to a fine of 500,000 won (approx. 55,000 yen) in accordance with Article 84 (Fines), Section 4, Regulation 18 of the Motor Vehicle Management Act and Article 20 (Imposition of Fines) of the Enforcement Order of the Motor Vehicle Management Act. A fine of KRW 500,000 (approx. £55,000) is imposed.
In addition, if it is confirmed that the driver did not have "compulsory insurance", he or she is liable to imprisonment for up to one year or a fine of up to 10 million won in accordance with Article 46 (Penalties), Section 3, Regulation 2 of the Automobile Liability Guarantee Act.
Earlier, SUGA was found by police belonging to the riot police in a collapsed state at around 11:27pm on the 6th June this year, when he was returning home on an electric scooter on the sidewalk in the Nine One Hannam neighbourhood in Hannam-dong, Yongsan-gu. The police observed that he smelled of alcohol and handed him over to the nearby police station.
SUGA made a statement to the police to the effect that he had one beer and drove a little, but as a result of a breathalyzer test, SUGA's blood alcohol level was found to have a revoked licence (between 0.08% and 0.2%).
After the fact of his drunk driving became known, he and his agency HYBE explained that they did not know whether it was acceptable to drive in a drunken state on an electric mini-kickboard.
Electric kickboards do not lead to criminal penalties for drunk driving, but only to an administrative penalty of licence revocation and a fine of 100,000 won (approx. 11,000 yen).
However, it was revealed that SUGA was driving an "electric scooter" with a saddle that can reach speeds of up to 30 km/h. Riding an electric scooter while under the influence of alcohol can result in criminal penalties. For this reason, allegations emerged that the agency and SUGA were trying to downplay the incident.
Since then, the controversy has spread further with the release of CCTV footage of SUGA riding the electric scooter on the pavement.
Initially, SUGA issued an apology, saying that he had fallen alone in the process of putting up his electric kickboard at the main gate in front of his house, and the "false explanation" debate continued again.
In addition to this, it was pointed out that this time the electric scooter he was riding was not fitted with a number plate.
If the number plate was not fitted, he would be liable to aggravated punishment for not wearing a number plate and not having mandatory insurance.
Meanwhile, SUGA has been fulfilling his military service obligations while working as a social service member since September last year, and his discharge date is scheduled for June next year.
According to the Military Service Agency, the SUGA incident occurred during the off-duty hours of a social service member and will not affect his period of service.
