It was designed by Russian architect Ivanovich Seradin Sabatin and is a building of the Korean style. It was used as a hideout by King Gojong after the assassination of Empress Myeongseong by the Japanese.
The area is also famous for its "Gojong's Road," which is known as the road that King Gojong used to enter and leave Deoksugung Palace when he was staying at the legation. It is free to enter from Tuesdays to Sundays from 9 am to 6 pm.
