Of the 36 comfort women statues in Gyeonggi-do, 77.8% (28 statues) have no ordinances. In other areas, more than half of the comfort women statues have no ordinances or no ordinances at all.
Furthermore, there are areas where there are multiple comfort women statues in the same municipality, but the ordinances are different for each, and the organizations that promoted their installation have been dissolved or are not managing them.
In South Korea, "terrorism" against comfort women statues continues throughout the country. However, due to the lack of control system, it is difficult to impose regulations to punish acts such as defacing comfort women statues.
Earlier this month, signs reading "Dangerous object" and "Stop the comfort women scam" in Hangul were placed on the comfort women statue on the second floor of the Gyeonggi Provincial Office of Education's second building.
A bill was introduced in the Diet last month that would prohibit and punish the defacing of monuments commemorating former comfort women, but it is unclear whether it will pass.
Rep. Kim said, "72 percent of comfort women statues across the country are not under the designated protective management system," and "We need to establish a legal framework that can punish terrorist acts."
"We need to establish a basis and create a system for protecting and managing comfort women statues at the local level," he said.
