Now is the time for the Minister of Strategy and Finance to stand up," Yoon wrote. "The High-Ranking Public Officials Crime Investigation Agency (PPA) does not have the authority to investigate crimes of treason. And the PPA's jurisdiction for the first instance is the Seoul Central District.
"Therefore, it is illegal for the public prosecutor's office, which has no investigative powers, to investigate President Yoon. The investigative agency engaging in such illegal acts should not be issued an arrest warrant by the Seoul Western District Court, which has no jurisdiction over the matter.
"For these reasons, the arrest of President Yoon with an illegal arrest warrant is invalid from the start," he continued.
Yoon also said, "The arrest warrant issued by the Public Prosecutors' Office at the Western District Court was rejected by the Central District Court, and was issued through a judge from the Uri Law Research Association (a group of progressive judges) at the Western District Court.
"There is a suspicion of a secret agreement that 'the two sides agreed to cooperate in the execution of the two cases.' If this is true, it is also illegal and a de facto 'civil war' that threatens to destabilize the Korean judicial system."
