According to legal circles, Chief Judge Cha Eun-kyung of the Seoul Western District Court will begin a warrant review for President Yoon, who is suspected of being the mastermind of the treason crime and of abusing his power, at 2 p.m. on the 18th.
The Seoul Western District Court has two warrant judges, but because it was the weekend, the judge on duty decided to decide whether to detain Yoon.
Considering the usual schedule for warrant reviews, the results of the warrant review for President Yoon are expected to be announced as early as the early hours of the 19th.
On the 3rd of last month, President Yoon, in collusion with former Minister of National Defense Kim Yong-hyun and others, declared an unconstitutional and illegal state of emergency and deployed soldiers and police to the National Assembly and the Central Election Commission.
The High-Ranking Public Officials Crime Investigation Agency, which executed the arrest warrant for President Yoon on the 15th of this month, executed the warrant at around 5:40 pm on the same day.
An official from the Office for the Investigation of Crimes Against High-Ranking Public Officials explained, "Basically, the warrant contains a statement about the seriousness of the crime and the risk of recidivism."
The document is about 150 pages long. Attention is focused on whether President Yoon will attend the warrant review. President Yoon attended the arrest warrant review held at the Seoul Central District Court the previous day.
Kim did not attend the hearing, nor has he attended the investigation by the Office of Investigation into Crimes against High-Ranking Public Officials. Previously, an arrest warrant was requested for Kim on suspicion of playing a key role in the civil unrest, but he was absent from the warrant review and an arrest warrant was issued for him.
Attorney Seok Dong-hyun met with President Yoon at Seoul Detention Center that day and said, "If the High-Ranking Public Officials Crime Investigation Agency requests an arrest warrant, we must consider how unjust the treason charges leveled against the president are.
"I will explain whether or not this is in line with the facts," he said, explaining, "At this stage, I cannot say (whether I will attend). Please wait a little longer."
If President Yoon attends the warrant review, he will be the first sitting president to attend such a review in constitutional history.
Former President Park Geun-hye attended the warrant review, while former President Lee Myung-bak did not attend in 2018.
