President Yoon made this assertion during the fourth hearing of the impeachment trial that day, saying, "The prosecution (National Assembly) claims that martial law has failed, but that is not the case.
Since the government was quick to demand the lifting of martial law, I immediately joined the Ministry of National Defense (former Minister of National Defense Kim Yong-hyun) and the Ministry of Defense (former Minister of National Defense Park An-soo) as soon as the resolution calling for the lifting of martial law was issued.
President Yoon said, "I, the Minister, and the military commanders are aware that the political views of the working-level officers and lieutenant-rank officers are diverse and that they are issuing orders that are anti-democratic and unjust."
"We knew that if we ordered them to do so, they would not comply with our orders. Based on that premise, we implemented emergency martial law measures and ordered the movement of only the necessary small number of troops."
He added, "The order to move troops was legal, so the soldiers followed it, and they did not do anything illegal." President Yoon said, "We will lift the martial law only after a Cabinet meeting is held following the National Assembly resolution."
"We have previously announced that we will wait a little while, withdraw the troops, and lift martial law once a quorum is reached for the Cabinet meeting," he added.
