According to lawyer Seok, President Yoon "has decided as president that the country is facing a crisis due to the National Assembly dictatorship controlled by the large opposition party, and has informed the people, who are the sovereign, of the crisis and made a complaint."
"I declared martial law in accordance with my constitutional authority in order to prevent the spread of the virus," he said. He continued, "The Diet requested the lifting of martial law in the manner provided for in the constitution, and we lifted it immediately.
"President Yoon said, 'There was a bloody incident. There was not a single fatality. Politicians were arrested and taken away.
"We have not done anything to support the North Korean government. We have not even attempted anything to support the North Korean government. How can something like this lead to civil war?"
In particular, President Yoon reportedly claimed that "from the beginning, I had no intention of prolonging the state of martial law."
President Yoon said, "If we want to maintain martial law, we need to have a political program on how to manage the administration and judiciary under martial law.
"There should have been a program like that, but no such program was ever prepared, and in fact, there was none," he said.
"I expected that the National Assembly would immediately demand that it be lifted. Regardless of the National Assembly's demand, the state of martial law cannot be prolonged, and I have never had any intention of doing so," he emphasized.
