A Korean man, Mr. A (23), who was traveling, was arrested by the police on suspicion of voyeurism. At around 1:00 p.m. the previous day, Mr. A used his smartphone to take pictures up the skirts of two Korean tourists at a temple in Kita Ward, Kyoto City.
A is suspected of taking the photos on a trip to Osaka. A arrived in Osaka on the 30th of last month and participated in a Kyoto tour on the same day. Other tourists witnessed A's actions, and the accompanying guide reported them to the police.
