Presidential spokesperson Kang Yu-jeong said, "In the early hours of this morning, on Ganghwa Island,
"It has been confirmed that a private organization has distributed leaflets in North Korean areas. As a result, President Lee Jae Myung has given these orders," he said in a written briefing.
Kang said, "The Lee Jae-myung government must stop distributing illegal leaflets, which threaten the daily lives and safety of border residents and increase military tensions on the Korean Peninsula."
"Despite the government's clarification of its position, this was violated, and we are taking the situation very seriously," he said.
On that day, he emphasized that strict measures would be taken against private organizations and individuals who distributed leaflets to North Korea, depending on whether they violated relevant laws.
At President Lee's direction, the government plans to hold a meeting of relevant ministries and agencies on the 16th under the supervision of the Ministry of Unification to discuss comprehensive countermeasures.
The ministry instructed relevant departments and agencies to consult with each other and compile specific countermeasures, including penalties, depending on whether or not there has been a violation of laws and regulations, such as the Aviation Safety Management Act, Disaster Safety Act, and High-Pressure Gas Safety Management Act.
At a meeting with border area residents the previous day, he said, "The Ministry of Unification has requested that people refrain from illegally distributing anti-North Korea leaflets, but if they continue in defiance of this, they will be punished."
