A State Department spokesman said at a press conference on the 29th (local time) that "Russia's training of North Korean soldiers is in violation of the Security Council (sanctions against North Korea)."

He also said, “At the UN Security Council meeting on the 30th, due to the opposition of Russia, a permanent member of the Security Council, it will be difficult to impose sanctions not only on Russia but also on North Korea.
In response to the suggestion that "there is a high possibility that sanctions will be imposed," the spokesman said, "We maintain the capability to impose sanctions on both Russia and North Korea."
